In 2007, Blue Hills Community Services, in partnership with Ivanhoe Neighborhood Council, was selected to administer the Build, Invest, Train, and Educate (B.R.I.T.E.) home repair program. The B.R.I.T.E. program will serve 15 households in Blue Hills and 15 households in Ivanhoe every year for the next ten years providing $500,000 per year in home repair services. The B.R.I.T.E. program is primarily funded by Research Hospital through the Southtown/31st and Baltimore Tax Increment Financing Plan. By 2017, the B.R.I.T.E. program will have invested over $5 million dollars between the two neighborhoods.

B.R.I.T.E. offers up to $15,000 in grant funds for home repair to residents who live in the target area boundaries: 51st to 57th and Paseo to Woodland and for new homes on the 5300 blocks of Woodland and Highland. These funds are a 100% grant for homeowners who qualify. There are three levels of participation:


  1. 1. Households who make less than 100% median income – Up to $15,000 with no match
    2. Households between 100-125% median income – Up to $15,000 with one to one match
    3. Households above 125% median income- Up to $15,000 with a two to one match
